The Blue Set focuses on the qualitative dimensions of housing—the values, experiences, relationships, and design qualities that contribute to the places people call home.

Organized around five Guiding Principles, twelve Design Strategies, and thirty-six Design Actions, the Holistic Housing Design Framework connects broad values and priorities to more specific considerations for planning and design. Together, they provide a shared language for discussing what matters and exploring how those ideas can shape housing and communities.
